Presenting her maiden budget speech for Provincial Treasury amounting to R,8 million, the MEC for Finance, Ms Kenetswe Mosenogi stated that the /25 budget aims to invest in critical areas that cut across all the departmental core programmes to enable the department to play critical role in fostering a thriving province where businesses can flourish.
Outlining key focus areas for the current financial year, MEC Mosenogi decried persistent late payment to suppliers saying this is concerning since it does not only lead to cashflow problems for emerging suppliers, but also results in reputational damage for the province.
“This non-compliance can potentially lead to costly litigations including fruitless and wasteful expenditure as suppliers transfer the non-payment cost to the state in the form of interest. Provincial Treasury will continue to impress upon Heads of Departments (HoDs) to adhere to the thirty-day payment regulation,” she said.
She further added that Provincial Treasury will intensify its efforts in supporting and capacitating departments and public entities to obtain more clean audits to at least three to four departments and for Public Entities respectively. Th
Economic growth in North West impossible if budget priorities fail the people
Ms Ms Kenetswe Mosenogi, North West MEC for Finance, today stated in her budget speech that the / budget&#;s objective is to lay a firm foundation for a thriving economy in the province.
As it stands, though, the budget priorities reflect the exact opposite.
Out of a budget of R55 billion, for example, R35 billion (or 64%) is spent on salaries alone – in a province that is certainly not known for its excellent service delivery.
On the contrary, key departments, such as Economic Development, Environmental Conservation and Tourism, are characterised by poor service delivery and the decay of its infrastructure.
From the Department of Public Works&#; allocation of R4,2 billion, a mere R million is budgeted for the repair and maintenance of rural roads.
In a mostly rural province where the agricultural sector is already severely impacted by the decay of roads, this allocation falls far short. The negative impact of this is equally severe on the local economies of smaller towns.

Biography
Ms. Kenetswe Norah Mosenogi has experience in public service and governance. She is currently serving as the Member of the Executive Council (MEC) for Finance in the North West Provincial Government, and has held key positions such as Member of the Mayoral Committee for Local Economic Development, MEC for Economic Development, Environment, Conservation and Tourism, and MEC for Arts, Culture, Sports, and Recreation. Her experience also includes serving as a Senior Manager in the South African National Government and participating on several Boards of Public Entities.
Ms. Mosenogi holds a Masters in Business Administration; Advanced Management Programme from North West University.
